South Africa changed its treatment eligibility criteria for adults in 2010 to include those with CD4 cell counts of 200 to 350 cells/μl if they were co-infected with tuberculosis or pregnant [13], and further relaxed eligibility criteria in August 2011 to ART for all HIV-infected people with CD4 cell counts of ≤350 cells/μl [14].
